On August 29, 1818, the missions of the Central Steering Committee for Disaster Prevention and Control were chaired by Deputy Director General of the General Department of Disaster Prevention Vu Xuan Thanh - Deputy Chief of the Standing Office of the Central Steering Committee for PCTT. , to direct the work of overcoming the consequences of flash floods and landslides in Nam Puy district, Dien Bien province. According to the report of Dien Bien Provincial People‘ Committee, heavy rains in the night of 27 and 28 August caused flash floods and landslides for 72 damaged houses (02 houses were destroyed, 02 houses had to be relocated) 133ha of rice and 50 ha of crops were flooded, buried; 49 animals were washed away; 39.95 hectares of fish ponds were washed away; 4 damaged irrigation works, 1 broken dam; 15 roads were damaged landslide (04 inter-communal roads, landslide caused traffic jam); 01 reinforced concrete bridge drifted; 10 floating stones; 1 drain was drifting. The Provincial Steering Committee for Disaster Prevention and Control and the Provincial TKCN directs the Steering Committee for CIP and TKC of districts and communes to organize the relocation and evacuation of people and property, help the people to overcome the damage and stabilize their lives. At the inspection and field visit, Deputy General Director Vu Xuan Thanh suggested that the province mobilize its forces to help people restore their homes, repair roads, clean the roads, clean the environment, Particularly, schools will be available to students in the new school year.

Description

As forecast by Thailand Meteorological Department suggests, Tropical Storm Bebinca may bring heavy rainfall and caused flooding in northern part of Viet Nam, Lao PDR, and Thailand. In Thailand, floods were reported in Nan Province. On 18 August 2018, The Nan River and its tributaries burst their banks, flooding more than 1,000 households in seven districts. The water levels at the Nan River kept rising and was measured at 8.30 metres at Kadlaeng water. The storm caused heavy downpours over the upper North which caused the main Nan river to burst its banks and flood large parts of seven districts: Chiang Klang, Pua, Tha Wang Pha, Mae Charim, Santisuk, Phu Phiang, and Muang. Effect of the flood 1) In seven districts affected above, a total of 1000 families have been displaced. 2) In Phu Phiang district, the highest flood level reported around one metre. 3) 300 families in Tambon Du Tai, Muang district, had their homes submerged. 4) In Mae Hong Son, more than 100 rai of farmland inundated 5) In Lampang, 30 houses in tambon Wang Kiew, Wang Nua District were submerged with water level around 2 metres. 6) In Chiang Mai, 100 villages in San Kamphaeng and Doi Saket districts were alerted with possible flooding. 7) Highway between Chiang Mai and Chiang Rai, in Doi Saket district, was impassable. Response taken 1) Thai Meteorological Department had released warning on TS Benbica since 13 August 2018. 2) Residents and local emergency teams erected embankments of sandbags in low-lying area. 3) Local disaster prevention and mitigation offices are responding by using flat-bottomed boats to rescue people and delivered relief items.

Department of Meteorology and Hydrology of Lao PDR had forecast heavy rainfall in the north-eastern and north-western are of the country since the beginning of Week 34. Provinces in at-risk are as are on the alert and have been monitoring water levels in the main rivers in preparation for storm activity. Description

The movement of Tropical Storm (TS) Bebinca has been detected since 13 August 2018 by ASEAN Disaster Monitoring and Response System (DMRS). It finally made landfall in northern province of Viet Nam on 17 August 2018 morning. Vietnamese National Centre for Hydro-meteorological Forecasting (NCHMF) stated that the strongest wind speeds reached 40 kph. TS Bebinca brought heavy rainfall in northern provinces of Quang Ninh, Lai Chau, Cao Bang, Hoa Binh, Lang Son, Hoa Binh, Yen Bai, Nam Dinh, and Thanh Hoa. Prior to the landfall, on 15 August, Ministry of Health had instructed health department in provinces at risk to stock medicines, supplies, and had their emergency teams on standby. At the same day, Hoa Nih and Tuyen Quang reservoirs had their floodgate open as well. Viet Nam Disaster Management Authority (VDMA) reported flooding in districts of Quy Hop, Con Cuong, Tuong Duong, Que Phong, and Ky Son. It caused disruption to local residents. However, the most affected area was in Muong Lat District and neighboring districts, Thanh Hoa Distrcit. Since until 18 August 2018, a total of 1708 families / 6354 people were displaced from the communes of Thieu Duong, Thieu Khanh, Hoang Ly, and Hoang Anh due to flooding. According to water level forecast made on August 23, water level in Taninthayi River is a little decreased and reduced to one inch below its danger level. A total of 4,833 houses are destroyed and 4,887 family households are affected by the flood. Number of flood victims is reached to 24,198, according to statistics. A total of 6,762 people are evacuated and 1,334 are moved to relief camps. Flood relief aid are distributed for the locals in the water-covered areas.
