According to rapid reports from the provinces, the floods and heavy rains have caused the following initial damages:
a) Human impacts:
A total of 102 people dead or missing: 91 deaths (Quang Tri 1, Hue 2, Da Nang 2, Gia Lai 3, Dak Lak 63, Khanh Hoa 15 (increased by 1 after one missing person was found), Lam Dong 5); 11 missing persons (Da Nang 2, Dak Lak 8, Khanh Hoa 1).
b) Housing:
221 houses collapsed: Quang Ngai 9, Gia Lai 127, Dak Lak 9, Lam Dong 76.
933 houses damaged: Quang Tri 3, Da Nang 46, Quang Ngai 71, Gia Lai 59, Khanh Hoa 5, Lam Dong 749.
200,992 houses flooded: Gia Lai 19,200; Dak Lak 150,000; Khanh Hoa 30,655 (increased by 15,259 after review); Lam Dong 1,137. Currently, 2 communes in Dak Lak and 127 households in Lam Dong remain inundated.
c) Agriculture:
82,147 ha of rice and crops damaged: Quang Tri 79 ha, Da Nang 59 ha, Dak Lak 63,000 ha, Khanh Hoa 14,552 ha (increased by 1,252 ha), Lam Dong 4,457 ha (increased by 11 ha).
117,067 ha of perennial crops damaged: Quang Tri 10 ha, Da Nang 53 ha, Quang Ngai 4 ha, Dak Lak 117,000 ha.
3,339,352 livestock and poultry dead or swept away: Quang Tri 848, Da Nang 352, Quang Ngai 29, Gia Lai 34,497, Dak Lak 3,200,000, Khanh Hoa 94,563 (increased by 70,100), Lam Dong 9,063 (increased by 13).
1,157 ha of aquaculture affected (Dak Lak 1,000 ha, Khanh Hoa 157 ha).
d) Transportation:
15 locations on National Highways 20 and 27C remain partially obstructed by landslides: Khanh Hoa: 12 locations on NH27C; Lam Dong: 2 locations on NH20 (Mimosa Pass, D’ran Pass) and 1 location on NH27C.
Railways:
15 points still under repair in the Dong Tac–Phu Hiep and Phu Hiep–Hao Son sections, affected by water discharge from the Ba Ha hydropower plant.
Transport adjustment plan: Suspension of trains SE4, SNT2 on 23/11; SNT1 on 23/11; and SE21/22 on 24/11. Passengers will be transported by road between Gia Station (Khanh Hoa) and Tuy Hoa Station (Dak Lak) (60 km) on 23–24 November 2025 for trains SE1, SE2, SE3, SE6, SE8, and SE47. Full line operation between Hanoi and Ho Chi Minh City is expected to resume at 24:00 on 25 November.
đ) Electricity:
1,191,085 customers experienced power outages; 1,137,690 customers have been restored; 53,395 customers remain without power (Gia Lai: 3,026; Dak Lak: 44,941; Khanh Hoa: 5,428).
e) Telecommunications:
Dedicated government data transmission network (from province to commune): 62 out of 301 communes remain disconnected due to power outages (Gia Lai: 16/135, Dak Lak: 29/102, Khanh Hoa: 17/64).
Public network: 343 BTS stations are offline (Dak Lak 233, Khanh Hoa 110).
Initial estimated economic losses:
13,078 billion VND (Quang Ngai: 650 billion; Gia Lai: 1,000 billion; Dak Lak: 5,330 billion; Khanh Hoa: 5,000 billion; Lam Dong: 1,098 billion).
Local authorities are continuing to assess and consolidate damage reports, clean up and restore the environment, and carry out disaster recovery efforts.

Floods on Ba River, Ky Lo River (Dak Lak) and Dinh Ninh Hoa River (Khanh Hoa) have reached their peak, exceeding historical flood levels by 0.2-1.1m, and are receding.
At 06:00 on November 21, 2025, water levels on rivers are as follows:
- On Ba River (Dak Lak) at Cung Son is 33.86m, below BĐ3 is 0.64m (peak at 01:00/11/20 is 40.99m, exceeding the historical flood in 1993 by 1.09m), is decreasing; at Phu Lam is 3.1m, above BĐ2 is 0.4m (peak at 03:00/11/20 is 5.4m, exceeding the historical flood in 1993 by 0.19m);
- Kon River (Gia Lai) at Thanh Hoa station is 7.26m, 0.26m above BĐ2 (peak at 8:00 p.m. on November 19 at 9.09m);
- On Dinh River (Khanh Hoa) at Ninh Hoa 6.28m, on BĐ3 is 0.58m (peak at 3:00 p.m. on November 20 is 6.77m, exceeding the historical flood in 1986 by 0.19m), slowly decreasing;
- On Cai Nha Trang River (Khanh Hoa) at Dong Trang 8.31m, on BĐ1 is 0.31m, (peak at 5am/11/20 is 13.14m, below historical flood 2009 is 0.28m), is going down;
- On Cai Phan Rang River (Khanh Hoa) at Tan My 36.12m, on BĐ1 0.62m (peak at 4:00 a.m. on November 20 is 40.25m, on BĐ3 is 2.75m), going down.
- On Krong Ana River (Dak Lak) at Giang Son station is 426.39m, on BĐ3 2.39m, rising.

Floods on the Ba River are fluctuating at their peak; floods on the Dinh Ninh Hoa River, the Cai Nha Trang River, the Cai Phan Rang River (Khanh Hoa), and the Krong Ana River (Dak Lak) are rising; floods on the Huong River, the Bo River (Hue City), the Kon River, and other rivers from Da Nang City to Khanh Hoa are receding.
At 07:00 on November 20, 2025, water levels on rivers are as follows:
- On Ba River at Cung Son station: 40.03m, on BĐ3 is 5.53m (peaked at 01:00/11/20 at 40.99m, above the historical flood peak in 1993 at 1.09m), is decreasing.
- On Ba River at Phu Lam station: 5.23m, on BĐ3 is 1.53m (peak at 02:00/11/20 at 5.4m, above the historical flood peak in 1993 is 0.19m), fluctuating.
- On Kon River at AyunPa station: 156.58m, on BĐ3 is 0.58m (peak at 01:00/11/20 at 157.52m), going down.
- On Dinh Ninh Hoa river at Ninh Hoa station is 6.7m, on BD3 is 1.0m (exceeding the historical flood level in 1986 by 0.12m), rising.
- On Cai Nha Trang River at Dong Trang station is 13.12m, on BD3 is 2.12m (peak at 05:00/11/20 at 13.14m), is decreasing.
Forecast: In the next 12 hours, flood on Ba River will continue to decrease and be at a high level above BĐ3; flood on Kon River will decrease below BĐ3; In the next 24 hours, flood on Cai Nha Trang and Cai Phan Rang rivers will continue to increase, flood peak on Cai Nha Trang river at Dong Trang hydrological station and at Dien Phu station will be above alert level 3 by 1.2-2.5m; on Cai Phan Rang river at Tan My station will be above alert level 3 by 2.8-3.8m; at Phan Rang station will be above alert level 3 by 0.4-1.0m.
Disaster risk warning level: Level 4 in the eastern region of Dak Lak (combined natural disasters of floods, flash floods, landslides); level 3 in river basins from Gia Lai province to Khanh Hoa province; level 1-2 in river basins from Hue city to Quang Ngai province.

According to quick information from local on-duty staff, heavy rain and landslides have caused initial damage as follows:
1. About people:
- Khanh Hoa: 07 people died, missing, 19 people injured, including: 01 dead, 01 missing, 01 injured at Khanh Son pass at 20:30 on November 16 due to heavy rain causing a landslide on the mountainside into the camp; 05 dead, 18 injured at Khanh Le pass, Km45 National Highway 27C at 22:30 on November 16 due to heavy rain causing a landslide into a passenger car with license plate 59H-53114. Currently, the forces continue to rescue.
- Da Nang: Due to heavy rain, local authorities have temporarily suspended the search for three people missing in the November 14 landslide in Put village, Hung Son commune.
2. About traffic:
a) Road:
- Quang Tri: National Highway 9B and National Highway 15D were flooded at 0.2-0.4m in 3 locations; Ho Chi Minh Road, West branch at Km1, was flooded at 0.5-1.0m; Provincial Roads 571, 586, 587, 588a were flooded at 10 locations, from 0.4-0.6m.
- Hue: National Highway 49 was flooded at 01 location; Ho Chi Minh road section through A Luoi 2 commune was flooded 0.4-0.5m; landslides at 06 locations (National Highway 49: 01, Ho Chi Minh road: 05).
- Da Nang: National Highway 40B section through Nam Tra My commune has landslides, cutting off traffic.
- Khanh Hoa: Provincial Road 9 through Khanh Son commune is flooded 0.6-0.7m.
Currently, local authorities have deployed forces to guard and control people and vehicles at deeply flooded and landslide-prone areas.
b) Railway:
On the evening of November 16, the North-South railway section through Nam Cam Ranh commune, Khanh Hoa province was interrupted due to 0.25m of flooding.
Currently, localities are continuing to respond to heavy rain, flash floods, landslides, and synthesizing damage data and organizing to overcome the consequences./.

According to report No. 3906/UBND-KT dated November 14, 2025 of the People's Committee of Da Nang City, at about 9:30 a.m. on November 14, in Hung Son commune, a landslide occurred in the people's field area, burying 03 people; 05 duong houses (field guard houses) were buried, 200m of inter-commune road was eroded and cut off.
After the landslide, the Hung Son commune authorities organized an emergency evacuation of 171 households with 664 people from two villages out of the danger zone; Military Region 5 established a field command post, mobilized 101 officers, soldiers and other forces, 04 cars, 02 flycams to organize the search for people and overcome the consequences.
