JAKARTA - High-intensity rainfall triggered flooding in several areas of Sulawesi in early June 2019. Tens of thousands of residents were affected by flooding in the region to this day, Monday (10/6). A number of districts were affected by flooding in the provinces of South Sulawesi, Southeast Sulawesi and Central Sulawesi. Disasters in several provinces caused tens of thousands of residents to evacuate and damage to the residential, agricultural, fisheries and public facilities sectors. The development of the situation as of June 9, 2019, flooding in North Konawe District, Southeast Sulawesi Province resulted in 1,091 households or 4,198 displaced people. Six flood-affected sub-districts are Andowia, Asera, Oheo, Landawe, Langgikima, and Wiwirano. Asera Subdistrict is the sub-district with the highest number of villages affected by 13 villages. This flood also resulted in 72 houses being washed away and thousands more submerged. The Regional Disaster Management Agency (BPBD) of North Konawe Regency is still carrying out data collection in the field. Damage to the agricultural sector includes paddy fields of 970.3 ha, maize land of 83.5 ha and other 11 ha, while the fisheries sector in the pond is 420 ha. In addition, damage to identified public facilities in the form of bridges, roads, houses of worship and health facilities. The local BPBD reported that the bridge connecting Laronanga Village to Puwonua Village was washed away, another bridge in Padalerutama Village could not be passed because it was submerged by floods, broken bridges connecting Tanggulari Village to Tapuwatu Village and bridges between provinces in Asera. Damage to other buildings in the form of 3 mosques, 2 units of community health centre, and 2 units of community health sub-centre. Responding to conditions in the region, the North Konawe Regent has set up emergency response status as of 2 June 2019 until 16 June 2019. Efforts to deal with the emergency have included the operation of flood emergency handling post in the regent‘ office, evacuation and rescue, handling affected residents, data collection and activation of communication networks for emergency handling. According to BPBD, the flow of water flow is still heavy so that the use of engine canoes cannot reach isolated areas. In addition, there is minimal equipment to assist evacuation and rescue in the field. Meanwhile, still in Southeast Sulawesi Province, several affected areas in Konawe District. The flood which was also triggered by high rainfall resulted in 36 people displaced and 240 affected. The local regent has set an emergency response status from June 5 to June 11, 2019. BPBD Konawe Regency has made efforts to handle the emergency and field data collection. BPBD reported 1 person died, that is a baby aged 4 days, in this incident. However, BNPB still needs further clarification of the causes of the infant‘ death. To accelerate the delivery of BNPN logistical assistance to send logistical assistance using cargo aircraft. Another flood disaster in Central Sulawesi, BPBD Morowali District has made an emergency response effort. The flood caused 561 families in Lele Village (263 households) and Dampala (298 households) to flee. After the flood, material damage was identified as follows: 7 units of damaged houses, 45 units of submerged houses, and 1 unit of broken bridges. The Head of BNPB, Doni Monardo, told the entire disaster management line, "Even though in the atmosphere of Eid we went straight to the field to help the affected people. " The high rainfall intensity that caused this flood has been predicted because of the phenomenon of the atmospheric wave activity of Madden Julian Oscillation (MJO) that entered the Indian Ocean region. BMKG predicts June 1 - 5 2019 the potential for heavy rain in several regions, including in the Sulawesi region. BMKG has also informed about the potential for high rainfall for the next 5 days, 11-15 June 2019. Areas with the potential for heavy rain during this period include West Sumatra, Bengkulu, Bangka Belitung, North Kalimantan, East Kalimantan, Central Kalimantan, South Sulawesi, North Sulawesi, Gorontalo, West Sulawesi, Central Sulawesi, Southeast Sulawesi, North Maluku, Maluku, West Papua and Papua. Responding to the disaster that occurred in several of these areas, the National Disaster Management Agency (BNPB) continued to monitor and dispatch rapid reaction teams to the field. Ready-to-use funds have also been provided to the regional government. BNPB urges BPBD to always be alert in facing the weather phenomenon.
