Viet Nam, Flooding and Landslides in the Northern and Central Regions
As of 20 Sept:
- On September 20, 2026, the National Steering Committee for Disaster Prevention and Control issued document No. 54/BCĐ-BNNMT on proactively responding to heavy rain, floods, flash floods, landslides, tornadoes, lightning, and hailstorms, addressed to the People's Committees of provinces and cities in the South Central and Southern regions.
- On September 16, 2026, the National Steering Committee for Flood and Storm Prevention and Control issued Official Dispatch No. 53/CĐ-BCĐ-BNNMT to ministries, sectors, and the People's Committees of Phu Tho, Ninh Binh, and Thanh Hoa provinces regarding proactive response to floods on river routes. On September 14, 2026, the National Steering Committee for Flood and Storm Prevention and Control issued document No. 52/BCĐ-BNNMT to ministries, sectors, and localities regarding proactive response to heavy rain, flooding, flash floods, landslides, tornadoes, lightning, and hailstorms.
- On September 16th and 17th, 2026, the Department of Dike Management and Disaster Prevention organized a working group led by Director Nguyen Thuong Hien to Phu Tho, Ninh Binh, and Thanh Hoa provinces to direct the response to heavy rains, floods, and landslides, ensuring dike safety. On the night of September 17th, 2026, the Department dispatched a working group to coordinate with Ninh Binh province to ensure the safety of the dikes along the Day and Hoang Long rivers. On September 16th, 2026, the Department issued document No. 1759/DD-QLDD to the Departments of Agriculture and Environment of Ninh Binh and Thanh Hoa provinces regarding the urgent implementation of measures to ensure dike safety in response to floods on these rivers.
- On September 20, 2026, the Department of Dike Management and Disaster Prevention and Control, in coordination with Zalo Vietnam, sent messages guiding people in affected provinces (Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Ho Chi Minh City, Tay Ninh, Dong Nai, Can Tho) to 28.9 million subscribers with safety skills during heavy rain, flooding, flash floods, landslides, thunderstorms, tornadoes, and hailstorms.
- The Department of Dike Management and Disaster Prevention and Control maintains a strict 24/7 duty roster, closely monitoring weather developments, natural disasters, and dikes; and forwarding forecast and warning information to localities to promptly advise on directing, managing, and responding to natural disasters.
- Local authorities have received and implemented the National Steering Committee for Flood and Storm Prevention and Control's directives on responding to heavy rain and floods; organized duty shifts; implemented flood prevention and control measures, ensuring dike safety; operated drainage pumping stations and sluices to protect production; and assisted in relocating and evacuating 5,121 households/17,553 people to safe areas (Ninh Binh: 318 households/1,050 people; Hanoi: 1,683 households/5,356 people; Lao Cai: 9 households/34 people; Phu Tho: 496 households/2,029 people; Thanh Hoa: 2,615 households/9,084 people).

According to reports from the Offices of the Steering Committee for Flood and Storm Prevention and Control in the provinces and cities of Lao Cai, Phu Tho, Hanoi, Ninh Binh, Thanh Hoa, and Nghe An, as of 7:00 AM on September 17, 2026, heavy rain and flooding have caused the following damage:
- Regarding homes: 3 houses collapsed (Thanh Hoa); 21 houses damaged (Lao Cai 5, Phu Tho 11, Thanh Hoa 1, Nghe An 4).
- Regarding flooding and isolation: 2,291 houses were flooded (141 in Phu Tho, 146 in Hanoi, 921 in Ninh Binh, 334 in Thanh Hoa, and 749 in Nghe An); many transportation routes were flooded, isolating 1,621 households (1,220 households in Thach Quang, Xuan Thai, and Thanh Phong communes in Thanh Hoa; 401 households in Lac Thuy and Cao Duong communes in Nghe An); and access roads were flooded for 372 households in Xuan Mai commune (Hanoi).
- Regarding agriculture: 10,014 hectares of rice, crops, and plants were flooded and damaged (Hanoi 727 ha, Ninh Binh 5,843 ha, Thanh Hoa 2,157 ha, Nghe An 1,287 ha); 195 head of livestock and 11,958 head of poultry died or were swept away (Nghe An).
- Regarding dikes and embankments:
+ On the left bank of the Day River (Ninh Binh) (Class III dike), a landslide occurred on the river-side embankment section from K100+810 to K100+828, with a landslide length of 18m and a height of 0.5-1.8m. Local authorities have completed the initial remediation using bamboo stakes, sandbags, and tarpaulins to prevent erosion.
+ 1,400 meters of the Bui River dike and embankment in Xuan Mai and Kieu Phu communes (Hanoi City) have been breached. Local authorities have mobilized forces to reinforce and prevent further breaches of the dike and embankment.
- Regarding transportation:
+ 92 landslide points (Lao Cai 3, Phu Tho 27, Thanh Hoa 31, Nghe An 31), including 8 points on national highways (Lao Cai 1 point: National Highway 32; Phu Tho 3 points: National Highway 6: 1, National Highway 70b: 1, Ho Chi Minh Highway: 1; Thanh Hoa 4 points: National Highway 15C: 1, National Highway 16: 2, National Highway 217: 1). Local authorities are addressing and rectifying the situation to ensure traffic safety.
+ 35 flooded areas (Thanh Hoa 22, Nghe An 13), including 13 on national highways (Thanh Hoa 4 points: QL.47: 1, QL.217B: 3; Nghe An 9 points: QL48: 4, QL48E: 5). Local authorities have organized permanent monitoring, posted warning signs, and guided people to ensure traffic safety.
Local authorities are continuing to assess and compile statistics on the damage.
