The movement of Tropical Storm (TS) Bebinca has been detected since 13 August 2018 by ASEAN Disaster Monitoring and Response System (DMRS). It finally made landfall in northern province of Viet Nam on 17 August 2018 morning. Vietnamese National Centre for Hydro-meteorological Forecasting (NCHMF) stated that the strongest wind speeds reached 40 kph. TS Bebinca brought heavy rainfall in northern provinces of Quang Ninh, Lai Chau, Cao Bang, Hoa Binh, Lang Son, Hoa Binh, Yen Bai, Nam Dinh, and Thanh Hoa. Prior to the landfall, on 15 August, Ministry of Health had instructed health department in provinces at risk to stock medicines, supplies, and had their emergency teams on standby. At the same day, Hoa Nih and Tuyen Quang reservoirs had their floodgate open as well. Viet Nam Disaster Management Authority (VDMA) reported flooding in districts of Quy Hop, Con Cuong, Tuong Duong, Que Phong, and Ky Son. It caused disruption to local residents. However, the most affected area was in Muong Lat District and neighboring districts, Thanh Hoa Distrcit. Since until 18 August 2018, a total of 1708 families / 6354 people were displaced from the communes of Thieu Duong, Thieu Khanh, Hoang Ly, and Hoang Anh due to flooding. In addition, a major landslide also occured in National Highway 15C; 16 landslide points in Muong Ly, 15 in Nhi Son, 14 in Trung Ly, 3 in Pu Nhi, and 3 in Quang Chieu. Up to 4am on August 18, 2018, the city has relocated 1,708 / 6,354 people in the communes of Thieu Duong, Thieu Khanh, Hoang Ly, Hoang Anh from the flooded areas.
