On 11 September 2024, 11:00 PM, PAGASA issued Weather Advisory No. 1 for Southwest Monsoon. Per the advisory, moderate to heavy rains were forecasted to be experienced over Masbate, Eastern Visayas, Surigao del Norte, Dinagat Islands, Palawan, Antique, Negros Occidental, Negros Oriental, Sultan Kudarat, Sarangani, and South Cotabato. On 12 September 2024, 11:00 PM, heavy to intense rainfall were forecasted to be experienced over Occidental Mindoro, Palawan, Antique, and Negros Occidental. Meanwhile, moderate to heavy rains were forecasted to be experienced over Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, the southern portion of Quezon, the rest of MIMAROPA, the rest of Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Lanao del Sur, Maguindanao del Norte, and Sultan Kudarat. On 13 September 2024, 5:00 AM, heavy to intense rains were forecasted to be experienced over MIMAROPA, Western Visayas, Sorsogon, Masbate, and Negros Occidental. Meanwhile, moderate to heavy rains were forecasted to be experienced over Batangas, Quezon, the rest of Bicol Region, and the rest of Visayas.
