On 20 February 2026, a landfill landslide incident occurred at the Green Leap Solid
Waste Management, Inc. Rizal Provincial Sanitary Landfill located in Brgy. San
Isidro, Rodriguez, Rizal, wherein a portion of the accumulated waste mass collapsed
within the active tipping area of the landfill. The incident affected on-site scavengers
and landfill workers, resulting in one (1) confirmed fatality, while two (2) individuals
remained missing as of reporting. Search, rescue, and retrieval operations were
conducted by the Municipal Disaster Risk Reduction and Management Council
(MDRRMC); however, retrieval operations were constrained due to the volume and
instability of the compacted waste at the site.
On 24 February 2026, the Department of Environment and Natural Resources –
Environmental Management Bureau CALABARZON issued a Cease-and-Desist
Order (CDO) against Green Leap Solid Waste Management, Inc., resulting in the
suspension of landfill operations in the affected area pending further investigation
and compliance with regulatory requirements.
The suspension of landfill operations affected the livelihood of on-site scavengers
and informal waste workers who relied on daily access to the facility as their primary
source of income. Coordination and monitoring with the concerned Local
Government Unit (LGU), regulatory agencies, and other stakeholders were ongoing
to address the humanitarian, environmental, and livelihood concerns resulting from
the incident.
In response, the Department of Social Welfare and Development (DSWD), through
its Field Office (FO) CALABARZON, in coordination with the Local Government Unit
of Rodriguez, Rizal, provided relief assistance aimed at addressing the immediate
interventions of the affected individuals
