The Typhoon UTOR or “Labuyo” has finally reached the land on 12 August 2013. As reported by NDRRMC, the wind near the centre was around 175 km/h with gustiness up to 210 km/h. Based on its strength, impact is expected to happen in the northern part of Philippines area, especially Luzon. As a precaution measure, Storm Warning Signal (level 1 – 3) has been issued for several cities in the Luzon, including Metro Manila. As of 13 August, Typhoon UTOR has left Philippines area. Based on the NDRRMC report no. 12, typhoon UTOR has caused the following impact: - 11 death - 3 missing - 7 injured - 87,579 families/395,723 people were affected in 87 municipalities and 7 cities in 16 Provinces of Region I, II, III, V and CAR. - 21,153 houses were damaged. - 13 roads were reportedly disrupted due to the incident. - Flooded areas are: Nueva Ecija, Zambales, Bulacan, Bataan and Pampanga. - Cost of damage : 32 million USD - Cost of assistance : 300,000 USD in worth of assorted relief goods. RESPONSE - Several national and local agencies, such as NDRRMC, RDRRMC, DWSD, Coast guard, provided assistance to the affected communities.

The Low Pressure Area (LPA) and Intertropical Convergence Zone (ITCZ) have caused flooding Maguindanao since 21 July 2013. On 31 July, the Province of Maguindanao was placed under the State of Calamity. As of today, 7 (seven) out of 20 (twenty) affected municipalities are still flooded. These flooded municipalities are Pagalungan, Datu Montawai, Sultan Kudarat, Mother Kabuntalan, Nothern Kabuntalan, Datu Piang and Mamasapano. Sultan Kudarat is the most affected area.
