Philippines, Floods and Landslides in Regions III, MIMAROPA, V, VI, VIII (Effects of Shear Line and Northeast Monsoon)

Issued on 08 February 2026 at 4:00 AM, cloudy skies with scattered rains and
isolated thunderstorms may have brought possible flash floods or landslides due to
moderate to at times caused by Shear Line in MIMAROPA, Bicol Region, Western
Visayas, Aurora, Rizal, Laguna, Quezon, Northern Samar, and Eastern Samar.
On the same day, continuous rainfall caused flooding, localized landslides, and
mudflows in the province of Catanduanes, as well as flooding in several
municipalities in Eastern Samar and Northern Samar. Landslides were reported in
the municipalities of Catarman and Lope de Vega, Northern Samar. In addition,
drowning incidents were reported in Pasacao and Caramoran, Camarines Sur,
attributed to the effects of the Shear Line. Sea travel was also suspended as a
precautionary measure in the coastal waters of Aurora, disrupting fishing activities
and further straining the livelihoods of vulnerable local fisherfolk due to the combined
effects of Shear Line and Northeast Monsoon.
Issued on 09 February 2026 at 4:00 AM, cloudy skies with scattered rains and
isolated thunderstorms may have brought possible flash floods or landslides due to
moderate to heavy rains caused by Shear Line in Western Visayas, Eastern Visayas,
Catanduanes, Albay, Sorsogon, and Masbate. Meanwhile, cloudy skies with rains
may have brought possible flash floods or landslides due to moderate to at times
caused by the Northeast Monsoon in Cagayan Valley, the rest of Bicol Region,
Nueva Ecija, Bulacan, Aurora, Rizal, Laguna, Quezon, Oriental Mindoro,
Marinduque, and Romblon.
On the same day, heavy rains brought by the Northeast Monsoon caused flooding in
low-lying areas of the municipalities of Naujan, Socorro, and Victoria in Oriental
Mindoro. Due to continuous rains and rough sea conditions, sea travel was
suspended as a precautionary measure in Romblon, Northern Samar, and Eastern
Samar, with Locally Stranded Individuals (LSIs) reported in Romblon. Strong winds
and high waves were also experienced in Catanduanes, disrupting fishing activities
and further impacting the livelihoods of already vulnerable local fisherfolk due to the
combined effects of Shear Line and Northeast Monsoon.
In response, the Department of Social Welfare and Development (DSWD), through
its Field Offices (FOs) III, MIMAROPA, V, VI and VIII, in coordination with the
affected Local Government Units (LGUs), immediately provided relief assistance to
address the needs of the affected families and individuals.
