Abstact :
Risk insurance has been advocated as a practice that has high potential to provide climate change adaptation and disaster risk reduction benefits. However, there is very limited evidence to support the argument that insurance can be an effective tool. A variety of factors may hav contributed to the lack of suck evidence, which include factors that are embedded in the traditional notions of risk spreading, institutional imperfections, and lack of innovation.
