Description
On 22 September 2023, cloudy skies with scattered rainshowers and thunderstorms caused by the Low-Pressure Area (LPA) / Southwest Monsoon brought possible flash floods or landslides due to moderate to at times heavy rains in Metro Manila, the rest of Luzon, Visayas, Caraga, Northern Mindanao, and Zamboanga Peninsula. On the same day at around 2:00 PM, a flooding incident occurred in Catmon, Cebu due to heavy rainfall brought by the Southwest Monsoon.
