Issued on 30 January 2026 at 4:00 PM, cloudy skies with scattered rains and isolated thunderstorms may have brought possible flash floods or landslides due to moderate to at times caused by Shear Line in Eastern Visayas.
Due to incessant heavy rainfall across the region of Eastern Visayas starting from 30 January to 02 February 2026, flooding incidents were experienced in low-lying areas.
On 01 February 2026, on the other hand, the Bicol Region experienced moderate to occasionally heavy rains due to the effects of the Shear Line. Cloudy skies and isolated thunderstorms prevailed over Albay, Sorsogon, Catanduanes, and Masbate. Moderate to strong winds, accompanied by moderate to rough seas, were also observed over the coastal waters of the region.
On 03 February 2026, strong winds and high waves were experienced in Brgy. General Island in Cantilan, Surigao del Sur, disrupting fishing activities and further straining the livelihoods of the already vulnerable local fisherfolk caused by Shear Line. One casualty was reported, sustaining a minor injury, and was immediately provided with medical assistance.
In response, the Department of Social Welfare and Development (DSWD), through its Field Offices (FOs), in coordination with the affected Local Government Units (LGUs), immediately provided relief assistance to address the needs of the affected families and individuals.
A total of 4,622 families or 18,316 persons are affected in 39 barangays in Regions V, III and Caraga
