On 12 July 2023 at 3:00 AM, the Low-Pressure Area (LPA) was estimated based on all <br />
available data at 295 km East of Infanta, Quezon (14.9°N, 124.4°E). The Southwest <br />
Monsoon is affecting the entire Eastern Visayas. Furthermore, the entire Eastern Visayas <br />
experienced cloudy skies with scattered rain showers and thunderstorms due to <br />
LPA/Southwest Monsoon. Moreover, light to moderate winds from West to Southwest will <br />
prevail over the whole Visayas with slight to moderate seas. (Source: DOST-PAGASA <br />

Due to the continuous heavy rains experienced throughout the region, the water level <br />
raised thus resulting to an extreme flooding in one of the low-lying areas in Catbalogan <br />
City, Samar. As of this report, the residential houses near the riverbanks in Barangay San <br />
Andres was flooded affecting approximately 233 Families or 932 individuals. <br />
Moreover, all roads and bridges are passable, and all communication signals are <br />
functional and stable in all the provinces. There was no interruption in water supply, and <br />
all are functional. Also, all ports in the region are operational and there are no reported <br />
stranded cargoes and passengers. Work and class suspension were also raised in the <br />
local government of Catbalogan City, Samar. Lastly, no casualties or injuries were <br />
reported
