Update as of 20 July:

According to quick reports from the provinces and cities of Cao Bang, Lao Cai, Dien Bien, Lang Son, Phu Tho, Thai Nguyen, Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Dong Nai, from July 19-20, 2025, rain with thunderstorms, tornadoes, lightning, and hail caused the following damage:

- About people:

+ 04 people died (Lang Son: 01 person, struck by lightning; Thai Nguyen: 01 person, struck by a collapsed fence; Phu Tho: 01 person, struck by a flying corrugated iron roof; Nghe An: 01 person, struck by a broken tree branch).

+ 11 people were injured (Lao Cai: 01; Thai Nguyen: 01; Phu Tho: 01; Hanoi: 03; Thanh Hoa: 01; Nghe An: 04).

- Regarding housing: 19 houses were completely damaged (Lao Cai: 02; Nghe An: 17); 1,736 houses were damaged or had their roofs blown off (Lao Cai: 45; Dien Bien: 04; Cao Bang: 40; Lang Son: 176; Thai Nguyen: 261; Phu Tho: 635; Thanh Hoa: 221; Nghe An: 340; Dong Nai: 14).

- Regarding education: 32 schools were damaged and affected (Lang Son: 02; Thai Nguyen: 09; Phu Tho: 19; Thanh Hoa: 02).

- Regarding agriculture: 55.6 hectares of rice, 137.2 hectares of crops, 33.5 hectares of short-term crops and 60.6 hectares of perennial trees were broken and damaged.

- Other damage: 36 vessels capsized and sank (Phu Tho: 07; Ha Tinh: 28; Quang Tri: 01).

Immediately after the natural disaster occurred, the locality organized, directed and deployed measures to respond to and overcome the consequences of the natural disaster.

1. Damage to the tourist boat capsized due to storms in Quang Ninh:


According to the report of the Rescue Department, at 3:30 p.m. on July 19, in the Ti Top Island area/Quang Ninh (200512'24''N-107004'30''E, east of Dau Go Cave), the tourist service boat Vinh Xanh 58 (QN 7105) with 5 crew members carrying 48 passengers visiting the above area encountered a storm and capsized.


Immediately after receiving information about the capsized tourist service ship Blue Bay 58 (QN 7105) in the Ti Top island area, Quang Ninh province, the Prime Minister issued Official Dispatch No. 114/CD-TTg dated July 19, 2025 and No. 115/CD-TTg dated July 20, 2025 directing the Ministry of National Defense to coordinate with the Ministry of Public Security, the People's Committee of Quang Ninh province and relevant ministries, agencies and localities to focus all measures, mobilize forces and means near the area of the ship accident, and at the same time request the implementation of work to overcome the consequences of the accident, organize visits, encourage and support the families of the victims, treat the injured, take care of the funerals of the deceased, and continue to search for the missing people.


Deputy Prime Minister Tran Hong Ha directly directed the rescue work at the scene; requested the forces to strive to find all victims and salvage the sunken ship during the night of July 19, 2025.


The forces mobilized a total of 266 people, 18 ships, 18 canoes, 03 rubber boats and accompanying equipment to urgently search and rescue as quickly and effectively as possible.


Update information from the scene as of 02:00 on July 20, 2025, the forces have lifted the ship and pumped water out to continue the search; 10 people and 38 bodies have been rescued, 5 people are still missing. Currently, the forces are actively searching for the missing people.


2. Damage caused by storms in some other provinces


According to a quick report from Cao Bang, Thai Nguyen, and Phu Tho provinces on July 19, 2025, thunderstorms, tornadoes, and hail caused the following damage:


- About people:


+ 02 people died (Thai Nguyen: 01 person was hit by a collapsed fence; Phu Tho: 01 person was hit by a flying corrugated iron roof);


+ 01 person injured (Thai Nguyen: 01 person)

- Regarding housing: 605 houses had their roofs blown off (Cao Bang: 40; Thai Nguyen: 261; Phu Tho: 304);

Immediately after the natural disaster occurred, the locality organized, directed and deployed measures to respond to and overcome the consequences of the natural disaster.
