Issued on 19 February 2026 at 4:00 AM, cloudy skies with scattered rains and
isolated thunderstorm may have caused possible flash floods or landslides due to
moderate to at times heavy rains caused by Shear Line in Caraga, Davao Region,
Northern Mindanao, SOCCKSKARGEN, Eastern Samar, Samar, Biliran, Leyte,
Southern Leyte, Cebu, Bohol, Basilan, Sulu and Tawi-Tawi.
On the same day at around 2:00 PM, continuous moderate to heavy rainfall brought
by Shear Line caused flooding in several parts of the Davao Region. The prolonged
downpour caused rivers and creeks to swell, resulting in the inundation of low-lying
and flood-prone communities.
On 20 February 2026, significant rainfall due to Shear Line also caused flooding,
triggered landslides, and forced the evacuation of the affected residents in several
areas in the Caraga Region.
In response, the Department of Social Welfare and Development (DSWD), through
its Field Offices (FOs) XI and Caraga, in coordination with the affected Local
Government Units (LGUs), immediately provided food and non - food items (FNIs)
and financial assistance to address the needs of the affected population.
A total of 197,844 families or 740,673 persons are affected in 469 barangays in
Regions XI and Caraga
There are 2,672 families or 10,047 persons currently taking temporary shelter in
74 evacuation centers in Regions XI and Caraga
There are 22,205 families or 89,110 persons temporarily staying with their
relatives or friends
There are 24,877 families or 99,157 persons still displaced in Regions XI and
Caraga
A total of 80 houses were damaged; of which, 27 were totally damaged, and 53
were partially damaged in Regions XI and Caraga
